Follow-up to the Wavelog CAT integration.

Problem: The frequency pushed to Wavelog only updated on band select (band center). Fine-tuning inside OpenWebRX did not update Wavelog.

Fix: Hook the per-operator OpenWebRX live-state updates (/v1/openwebrx/plugin/live-state, the same source PTT uses) and push the actual tuned frequency/mode to Wavelog. Trailing-debounced per operator (WAVELOG_MIN_INTERVAL_MS, default 3000 ms) so tuning doesn't flood the API. The band-select push stays as immediate feedback on band change.

Validation: node --check on server/index.js OK; plugin unit test 4/4.
