Adds an "Open Wavelog" link beside the Wavelog API Key heading in the OpenWebRX panel, so operators can jump to the Wavelog instance (e.g. to generate their API key).

The URL is taken from the runtime WAVELOG_BASE_URL and exposed to the frontend via GET /v1/me and the OpenWebRX session response — no private hostname hardcoded in this public repo. The link is hidden when no base URL is configured.

node --check server/index.js + app.js OK; i18n de/en.

OpenWebRX panel. The URL comes from the runtime WAVELOG_BASE_URL (exposed
via GET /v1/me and the OpenWebRX session response), so the private hostname
is never hardcoded in this public repo. The link is hidden when no base URL
is configured.
